Technology has always found its greatest consumer in a
nation's war and defense efforts. Since the last attempts at a
"Star Wars" defense system, has technology changed
considerably enough to make the latest Missile Defense
initiatives more successful? Can such an application of
science be successful? Is a militarized space inevitable,
necessary or impossible?

Robert,
Here how it works: - http://www.upi.com/view.cfm?StoryID=20030211-112807-6549r
Such overt obsequiousness did not go unrewarded. Days after
the common statement, the International Monetary Fund --
considered by some to be a long arm of America's foreign
policy -- clinched a standby arrangement with Macedonia, the
first in two turbulent years.
On the same day, Bulgaria got glowing -- and
counterfactual -- reviews from yet another IMF mission,
clearing the way for the release of a tranche of $36 million
out of a loan of $330 million.
