Technology has always found its greatest consumer in a
nation's war and defense efforts. Since the last attempts at a
"Star Wars" defense system, has technology changed
considerably enough to make the latest Missile Defense
initiatives more successful? Can such an application of
science be successful? Is a militarized space inevitable,
necessary or impossible?

The US would risk jeopardising the fight against terrorism
and would be in violation of international law if it launched
unilateral military action against Iraq, a senior Russian
diplomat warned on Thursday. - http://www.nytimes.com/financialtimes/international/FT1039523966024.html

That's certainly right.
Why not talk to the North Koreans? If they're
"crazy" in spots - some people have said that some other
nations are crazy in spots. Delusional. Hard to get along
with. Folks have said things about the sanity and balance of
France, the UK, Russia - even (dare I say it?) the United
States.
The more isolated a country is, the more likely it is to be
crazy in ways that are dangerous.
Why not talk to them?
When North Korea asks for a nonagression pact - as part of
a negotiation - why not discuss it?
It doesn't seem like a crazy request to me.
Why, just exactly, doesn't the United States say of
course - subject to conditions that would seem fair to
most nations in the world - and conditions that would fit
international law?
Work things out with North Korea, and some very intractable
missile defense problems would be solved.

Hi Rebert,
Here is more of the same:
"Lacking the discipline to express himself carefully,
George W. Bush is offending allies and alarming enemies, as he
leads Americans into the "big muddy" of international
crises. A case in point is the North Korean nuclear
weapons mess" http://www.consortiumnews.com/2002/102702a.html
