    Missile Defense

Technology has always found its greatest consumer in a nation's war and defense efforts. Since the last attempts at a "Star Wars" defense system, has technology changed considerably enough to make the latest Missile Defense initiatives more successful? Can such an application of science be successful? Is a militarized space inevitable, necessary or impossible?

DELHI, Oct. 29 (Xinhuanet) -- The tests of the 3000 km range surface to surface missile, Agni III, have been delayed till January next year, according to India's Defence Research and Development Organization (DRDO) Chief Dr. V. K. Atre.

  "The preparations are in full swing, but the tests would be carried out early next year" he told newsmen here Wednesday.

  Though the Government had given no time frame for carrying out the tests of the intermediate range ballistic missiles, the Defence Minister George Fernandes had indicated that it would be done by the end of this year.

  Affirming that the process of induction of the 700-km shorter range Agni I and 1,500 to 2,000 km range Agni II had begun, Atre said full user trials of the surface to surface Akash missiles would be carried out by the yearend.

  He also indicated that after user trials of the Akash, DRDO wasplanning to revive the shelved surface to surface multi-target capable Trishul missile.

  The DRDO has carried out a series of Trishul tests recently, with defense scientists saying that though the missile had been put on backburner, some critical sub-systems were being tested. Enditem

No missile defense for Canadian reactors

OTTAWA, Oct. 28 (UPI) -- Canada's Nuclear Safety Commission has reportedly rejected a plan to defend nuclear facilities with surface-to-air missile systems.

The Ottawa Citizen said the commission considered the option after the Sept. 11, 2001, terrorist attacks, but it was not included in proposed new security regulations published Monday.

Instead, regulations will force operators of two nuclear facilities near Toronto to increase the number of armed guards at reactor sites and construct buildings to house the nuclear response force.

Commission spokesman Michel Cleroux said there was concern mistakes could be made, and a non-threatening aircraft might be shot down.

Said Cleroux: "Planes fly all the time over (the facilities). It's a major air route ... so it's not a very practical or workable solution."

Cleroux said a proposed no-fly zone was also considered unworkable. Instead, planes are required to fly at least 1,000 feet above a facility.
