Technology has always found its greatest consumer in a
nation's war and defense efforts. Since the last attempts at a
"Star Wars" defense system, has technology changed
considerably enough to make the latest Missile Defense
initiatives more successful? Can such an application of

WASHINGTON, March 17 — With military action
against Iraq appearing virtually inevitable, the chairman of
the Senate Foreign Relations Committee said today that the
future of Iraq after Saddam Hussein is "extremely important"
for the United States and the world.
"Iraq must not be a failed state," the
chairman, Senator Richard G. Lugar, said. "It must be a
successful state." Building a state that treats its own
people well and is not a threat to peace in the region will
take several years once the guns are silent, he said.
In a meeting with reporters and editors
of the Washington bureau of The New York Times , the
Indiana Republican said it was impossible to predict how
many lives, American and Iraqi, might be lost in a war.
As for what it will cost in dollars, Mr.
Lugar said the United States should be prepared to spend $50
billion to $100 billion, both for the military campaign
itself and the long process of reconstruction. He did not go
into detail on how he reached his admittedly tentative and
rough estimate, which is in line with some others that have
been put forward. Mr. Lugar suggested that the North
Atlantic Treaty Organization might have a role in the
occupation of Iraq.
I'm sure that, one way or another, Putin and any of the
leaders of NATO have good ways to get good contacts with
Senataor Lugar. Lugar's for America, and for the
Republican party - but he's long shown that he's sensible
enough to be for having key facts straight.
