    Missile Defense

Russian military leaders have expressed concern about US plans for a national missile defense system. Will defense technology be limited by possibilities for a strategic imbalance? Is this just SDI all over again?

In Detention Centers (refugee) in the year 2000 were:

    Australia 2,688 arrivals by boat from Iraq Afghanistan Tiran Palestine Indonesia
    The notion that an unaccompanied minor_refugee relates to a family wanting one member to survive. The education of people via programs such as Beneath the veil help understanding of Afghans plight.
    Netherlands 4,300
    UK 100,000
    Germany 78,000
If countries don't want to accept refugees then they are under obligation to 'ensure' refugees within their camps - until conditions in their countries normalise.

FBI Definition Of Terrorism

"The unlawful use of force or violence committed by a group or individual, who has some connection to a foreign power or whose activities transcend national boundaries, against persons or property to intimidate or coerce a government,the civilian population or any segment thereof, in furtherance of political or social objectives." -FBI Policy and Guidelines", Feb. 16th, 1999 "

Indeed interesting.

According to this, Timoty McVain is not a terrorist as he was called since he has NO connection to a foreign power and his activities DID NOT transcend national boundaries.

The "unlawful" would probably put the American Revolution into the same category of terrorism. Did they noticed? Did anyone?

Terrorism UK

Terrorism will be defined as the "use or threat, for the purpose of advancing a political, religious or ideological cause, of action which involves serious violence against any person or property".

It will also cover threats to endanger life or commit acts causing a "serious risk to the health or safety of the public or a section of the public," and computer hackers.

For the first time in British law it will be an offence here to "incite" others to commit acts of violence abroad, including murder, wounding, endangering life by damaging property or causing explosions. Condoleezza Rice, said today. He will argue, she said, that unless the United States takes the battle to the countries that terrorists use as their base of operations, the attacks on the World Trade Center and the Pentagon last week are certain to be the first of many on American soil.

Ms. Rice went to some lengths to discourage comparisons to Franklin D. Roosevelt's "date which will live in infamy" speech that was delivered from the same lectern almost 60 years ago.

"This is not Pearl Harbor," Ms. Rice said, noting that after the 1941 attack the American military had a clear target — Tokyo — and a way to measure victory. Repeating Mr. Bush's statements that in the coming battle "there are no beaches to storm and islands to take," she said this would be "a war of will and the mind," in which intelligence would be the most important asset. "So we are asking a lot of countries for information," she said, rather than for troops or other military assets.

Without a clear target, Ms. Rice did not appear to resolve the question of what would constitute victory for the Bush administration in a struggle it describes as a war.

intelligence .... wasn't that the one that got away last week ?

struggle it describes as war .... is the word 'war' an enabler to rain_down terror without monetary claims and comebacks ?
