    Missile Defense

Russian military leaders have expressed concern about US plans for a national missile defense system. Will defense technology be limited by possibilities for a strategic imbalance? Is this just SDI all over again?

We have some common ground, and the motivations for missile defense have been emphasized by the tragedy-crimes of the 11th.

Our responses must work practically, from an number of perspectives, and that means they have to be emotionally acceptable to the people involved. Who are many, and diverse:

We have to consider terrorism in the full context in which it exists, and has occured. So that we can eliminate it. Deaths from the tragedy-crimes of September 11, horrible as they are, are less than 1/30,000th of the deaths from war in the last century. And now, we've set things up so that, with instabilities as they are, the world could end.

We need to be competent and careful.
