    Missile Defense

Russian military leaders have expressed concern about US plans for a national missile defense system. Will defense technology be limited by possibilities for a strategic imbalance? Is this just SDI all over again?

The most important thing that could be done for peace would be to reduce deception by the militaries of the world, by people who sell to these militaries, and about military matters generally.

Clear's safer.

When consequences matter -- especially where patterns of deception are well established, checking should be morally forcing.

If you withdraw from conversation -- you may make contacts that count difficult or impossible.

One of the key political rules of an old politician in one of CP Snow's essays was:

"Never be too proud to be present."

The NUCLEAR THREAT INITIATIVE has a MISSION STATEMENT that I believe is beautiful :

" “To strengthen global security by reducing the risk of use and preventing the spread of nuclear and other weapons of mass destruction. We will also work to build the trust, transparency, and security which are preconditions to the ultimate fulfillment of the Nonproliferation Treaty's goals and ambitions.”

So 11.11 logic says that:

we are MORE secure with LESS
    and it speaks of:

Transparency wrt this, the MD thread, must ultimately relate to honesty re government enabling the people with scientific knowledge and understanding to have the freedom (including academic) to speak publically - for the public good, on matters related to decisions and expenditure - with respect to their value and validity.
