Russian military leaders have expressed concern about US plans for a national missile defense system. Will defense technology be limited by possibilities for a strategic imbalance? Is this just SDI all over again?

I've hoped that Dawn and I have had some small part in the progress -- because it is in the interest of the whole world for Russia to be stable, and in good communication with the rest of the world.
