Missile Defense

Russian military leaders have expressed concern about US plans for a national missile defense system. Will defense technology be limited by possibilities for a strategic imbalance? Is this just SDI all over again?

There's a lot of information to try to get into a model that matches all credible data . (And, of course, more points of view than shown in the Times article corpus cited are needed.)

That means there has to be a lot of staff work (not necessarily by ranking staff -- maybe better done by "deniable" staff) so that matters of fact and structure ( very important, too) can be focused to the clarity correct decision takes.

Some things take discussion and staff work. So that real people can have enough time, and see things from enough angles, and ask enough questions, to come to workable, comfortable solutions. Perhaps something along the following lines might be workable.
