    Missile Defense

Russian military leaders have expressed concern about US plans for a national missile defense system. Will defense technology be limited by possibilities for a strategic imbalance? Is this just SDI all over again?

"In this context, Bell explained that it is U.S. policy not to use nuclear weapons first against any state except in three cases. First, "if a state that we are engaged in conflict with is a nuclear-capable state, we do not necessarily intend to wait until that state uses nuclear weapons first--we reserve the right to use nuclear weapons first in a conflict whether its CW [chemical weapons], BW [biological weapons] or for that matter conventional [weapons]," he said. Under the second scenario, Bell said the United States reserves the right to use nuclear weapons first "if a state is not a state in good standing under the Non-Proliferation Treaty or an equivalent international convention." Finally, he said if a state attacks the United States, its allies or its forces "in alliance" with a nuclear-capable state, then the United States reserves the right to use nuclear weapons first, even if that state is not a nuclear-capable state and is in good standing under the NPT..."

How many Harward Law School lawers do we need to understand this answer? Or is it my English Language problem;)

Russian lunched the first "sputnik". And decided to "spare" the Americans.

However, I have never met a Russian who is proud of this. I believe, the one who would even contemplate such thing would be considered a lunatic and severly mentally ill in Russia that I know.

Little do they (Russians) know how many "proud american patriots" like Dirac can be found here;)

If I knew, I would lost my sleep back then growing up in USSR.

The Nazi scientists were headed by a keen 'rocket' scientist ... he didn't like Hitler, but money, got a team together ... after the war this team went to both Russia and the USSR.

Historically the Nazis won the space race ..

    Historically INVESTMENT won the space race!
The sputnik was a return on investment. Here the Russians were 'first' because they focused moving forward on the do-ables.

A lot of people may not know about lasers. But many do.

That makes me wonder "Why no one thought about an possible accidental laser fire as the reason of downing the TWA flight 800?

That could explain the line of light so many witnessed as well as a lack of traces of explosives.

Well, I quess it will not take more then 50 years to declassify that one;)

Cold War goes on in North Korea .. which is throwing money into MD

    on a social level the North/South Koreans who are the same family have FAILED to communicate with each other, family members, over the past 50 years, the SHOW of communication a few months back when a few were wheeled to meet relatives .. was just that - a show! So who in NK SK is FAILING to improve communications - and why ?
