    Missile Defense

Russian military leaders have expressed concern about US plans for a national missile defense system. Will defense technology be limited by possibilities for a strategic imbalance? Is this just SDI all over again?

I contacted CNN, and they referred me to an individual working on Ted Turner's dealings with respect to Russian Television.

After a short conversation, I sent that individual the following email, with linkages. I set it out here, as a summary of conversations; to make sure that people are "reading from the same page" and because I'm afraid that it will not be read or tended to. -- It would, I believe, be read if people on the Russian side wanted it to be -- as a point of contact and discussion between negotiating individuals and groups that need a sense of each other's concerns.

    The NYT - Science- Missile Defense thread has continued intensely since that time. It is large, too large for anyone but a dedicated specialist to read -- but if you sample it anywhere, you'll see good quality ------ people have taken it seriously, and it represents a serious effort, on my part, and, in variuos ways, on the part of people connected to the NYT.

    For some time, a "almarst_2001" who we believe, and have reason to believe, is Vladimir Putin has been communicating with us on the thread -- he took a "vacation" for a time to so so. We've talked about the issue of press freedom (there is, in addition to the open thread, much conversation between me and "lunarchick" ) an issue of deep important to THE NEW YORK TIMES. I believe the correspondence is appropriate for Mr. Turner to know about -- because of the interest expressed by the Russian leader, and because concerns he expresses may be worth your knowing about.

    To negotiate a complex deal with the Russians involves many barriers -- some anger provoking. "Lunarchick" and I are working, and working hard, to get past those barriers.

    I believe that Ted Turner should know that Putin, or someone in his staff, is thinking of these ideas. Putin is, within his limits, making an effort to advance Russian, and make her a more free society -- on a pattern that can work for his country, from where it actually is.
