    Missile Defense

Russian military leaders have expressed concern about US plans for a national missile defense system. Will defense technology be limited by possibilities for a strategic imbalance? Is this just SDI all over again?

    Another, related point, involves encoding depth.

    Q: Suppose I wish to encode instructions, and have that encoding, among internet files, with an encoding depth of 3 --

    1st messages says _ "go look at A" --- message at A says _"now go look at B" message at B says ---"go look for message at C"

    Now, how many ways are there to break such multiple depth codes, when depths can be greater than 3, and other encodings can be included as well?

    How many ways are there to break such codes reliably, in a hurry?

    You can defend against anything simple enough that you can specify correctly -- but there's no assurance that the attack will be "simple enough," and you can't even begin to dream of specifying everything.

    We live in a new world where, for complicated sociotechnical systems, "assured results" of static (or slowly changing) defenses are much less reliable than they used to be.
